Summary:This work aims to do a brief revision on the political recent history of the Paraguay, to understand the importance and the originality that supposes the victory of the ex-bishop Fernando Armindo Lugo Méndez, after 61 uninterrupted years of the Party Colorado in the presidency of the above mentioned country. In addition, will try to explain how the current disposition of the Chambers impedes the presidential action, because the electoral and Constitutional modifications post-dictatorship stronista, proved a scene of “attenuated presidential government”. With a brief modification exercise of the electoral system, it will throw light on the importance that this element has in the conformation of the Legislative Chamber. In the conclusions, it will comment the current difficulties that the coalition led by the first Paraguayan agent chief executive confronts nowadays.
