Description
Summary:The multilateral meeting held in Valetta in November 2015 on the global governance of migration, resulted in a political declaration and an action plan demonstrating the commitment of different parties, to work on the common challenges of migration. Among the projects stemming from the Valetta action plan, Mali has benefited from about ten whose implementation is mainly ensured by bi-and multilateral agencies and Europeans NGOs. After five years of the Valetta summit, this article examines, using a mixed methodology, the various projects implemented in Mali. The objective is to shed light on the logic of the actors, the achievements, the limits, and the prospects in the Malian context. The main idea supported is that the Valletta summit constituted for Mali a reactivation of migration issues on which it has already decided by its refusal to sign any readmission agreement. Nevertheless, the implementation of the Valletta action plan, if it does not refer to such an agreement, its most visible result is the strengthening of return migration from the Maghreb countries.
