description In 2012, the fiftieth anniversary of Algerian independence, Algerian national institutions invested heavily in organizing and promoting cultural and scientific events. Many of the actors complained of a cultural policy characterized by a certain hegemonic willfulness supported by a cash economy, a combination which both emasculates civil society and undermines freedom of expression in favor of a unique ideological discourse. Despite extensive civil society avoidance, one cannot deny that there exists a significant gap between Algerians and their national institutional culture.
