It presents the most well-known international and national measurements methods, and demonstrates their weaknesses. Further on the article makes an attempt to establish efficiency-based relationships among state expenditure elements and their possible economic outcomes by using statistical data. Finally it proposes key development options with special emphasis on the processes of state budget planning and implementation.
