Summary:Problems of structural changes in the sphere of employment at the regional level in the context of innovative changes require detailed research and become especially relevant, because especially the growth of the educational level of the population of the regions provides opportunities for the realization of their educational potential. The study of structural changes in employment in the regions (by level of education) allows to determine the directions of the adaptation of the employment sector to innovative changes. Assessing the intensity of structural changes in the regional employment (by level of education) indicates the preservation of high rates of «absolute» structural changes in regions with a significant share of highly skilled employees in the employment structure. The reasons for maintaining low rates of structural changes in employment of employees with higher education in some regions, in particular, are: increasing migratory outflows of labour from redundant regions, limited opportunities of job placement by occupations, with adequate level of wages. It is substantiated that the regions in which the coefficients of «absolute» structural changes in employment of workers with higher education exceed the average level, are more attractive from the standpoint of their employment opportunities and professional development in the future. The grouping of regions by the distribution of coefficients of «absolute» structural changes among the employed population with higher education made it possible to determine the intensity of changes depending on the level of economic development of the region, the development of the educational network and innovation infrastructure. In order to provide opportunities for the realization of the educational potential of the regions by raising the educational level of the population, it is proposed to involve employers in the development of educational programs; to develop a system of dual education. The necessity of promoting the development of non-formal education aimed on the increasing of the level of competitiveness of labour force, is also substantiated; creating conditions for the development of a system for verifying of the results of non-formal education by expanding the network of qualification centers. The development of the education and professional training system at the regional level requires the introduction of monitoring the development of regional labor markets and balancing supply and demand in the labor market (by level of education).
