| description | <p align="justify" ><b>Resumo:</b> O texto apresenta uma pesquisa de natureza qualitativa sobre o processo de desenvolvimento da Política de Educação Permanente em Saúde no contexto da prática dos Pólos de Educação Permanente do Paraná. Avalia a percepção e o conhecimento de seus integrantes sobre a política, os principais impactos percebidos na prática dos serviços, bem como as dificuldades e facilidades na operacionalização desse novo dispositivo do Sistema Único de Saúde (SUS). No estudo exploratório, foram utilizados um questionário com questões abertas e fechadas, para a coleta de dados, e o programa QualiQuantiSoft, para organizá-los e compor os discursos dos sujeitos coletivos. A primeira parte trata da Política de Educação Permanente em Saúde e da estratégia dos Pólos. A segunda aborda as concepções de avaliação de políticas e programas sociais com ênfase na avaliação do contexto da prática do ciclo de uma política pública. A parte final explicita a complexidade da implementação de uma política nas instâncias executoras, revelando as coerências e incoerências entre o discurso e a prática, ou seja, entre os pressupostos da política e as ações desenvolvidas pelos sujeitos, ressaltando a importância da incorporação da avaliação como parte do processo de trabalho na área de saúde pública.<br><br><b>Abstract:</b> This text presents the results of a research of qualitative nature about the process and development of the “Política de Educação Permanente em Saúde” (Policies on Permanent Education in Health) in the context of the “Pólos de Educação Permanente do Paraná” (Nuclei of Permanent Education of Paraná). It evaluates the perception and the knowledge of its staff in what refers to the policies, the major impacts perceived in the development of the services, as well as the operational difficulties and facilities of this new device of the “Sistema Único de Saúde (SUS)” (Exclusive Health System). In a preliminary study, a questionnaire with open and closed questions was used in order to collect data and QualiQuantSoft was used to organize them and to arrange the collective subject discourses. The first part deals with the “Política de Educação Permanente em Saúde” and with the strategies of the programs. The second part refers to the conceptions of evaluation of the policies and social programs, emphasizing the evaluation of the public policy cycle. The last part deals with the complexity of the implantation of a policy in the executive organs, revealing the coherences and incoherencies between discourse and practice, in other words, between the political presuppositions and the actions developed by the subjects. It also points out the importance of incorporating an evaluation system as part of the working process in the public health area.</p> |
