Summary:Although a Board of Health was created in Lyon at the end of the sixteenth century, many other institutions made sanitary decisions. At this time, public health emerges as a notion and as a political consideration. The actors were not the physicians of the city but members of the municipality and of the local clergy. They took into account political and economic issues while protecting the health of the city. But religious and medical considerations also drove their decisions. Here such different things as guilt and rejection of bad smell were both essentials.
