description Considering its significance for the development of national economy and individual and social welfare, human capital has for a long time presented a recognizable and attractive issue of debate among the theoreticians from various scientific fields. The concept of human capital is being reconsidered even today, especially in the light of some new realities, creations and affirmations of societies of knowledge and economies founded on that knowledge. Even so, there is an existing consensus among economists of education and experts from various other disciplines, concerning the fact that growth and development, as well as the progress of the whole society, are all depending on the investments in human capital, as well as all other forms of teaching and educating the whole population. Rapid pre-orientation from material towards the human component in highly developed economies of the world, presents a solid confirmation of the place and role that human capital has in their developmental strategies.
