Summary:The UN Security Council, as the executive organ of the United Nations, bears the greatest burden in confronting threats to international peace and security.  The Council has exclusive competence to adapt these threats and then select the means to fighting them, whether they are preventive or remedial means. Among these threats is international terrorism. The response of the Security Council ranged from considering it a national crime in which might provide  a foreign element on which the state bears the burden of criminalizing  it and prosecuting its perpetrators, to a crime which  has an international dimension. Up to the most important development, as a crime threatening international peace and security, it is possible to resort to the right of  self-defense or use the collective security system. The effectiveness of the Security Council in fighting terrorism has varied according to the development and severity of the means of terrorism and the changing reality of international relations.
