description This article presents the policy that boosted the approval of a law in the Legislative Assembly of Paraná, by the government in 1995, which resulted in the concession to the private sector the main stretches of highway in Parana. Points to the details of the voting procedure, debate and assesses the merits of the proposal, at the same time analyzing the situation in which it was approved, under the hegemony of neoliberal thought, and significances for road users. It also presents a technical and political evaluation of the topic toll up to 2015 and compares the case of Paraná with the toll auctions on federal highways, concluding that the law was permissive and the contract with the companies was very legally secure. Referring to such research in the comparative-analytical bias.
