The objective is to facilitate the mutual sustainable development of agricultural modernization as well as the protection and utilization of black soil through research and coordination. Statistical data from a case study conducted in Heilongjiang Province serve as the basis for this investigation, aiming to identify contradictions in the coordinated development of agricultural modernization and black soil protection and utilization in the province, design mechanisms to sustain this development, and ensure the mutually supportive progress of both aspects. This research delves into an infrequently explored dimension of the current policies surrounding black soil imposed by the Chinese authorities, offering significant insights into agricultural modernization.
