Summary:How capable is the Latin American state? This article analyses tax, civil service, and electoral data as well as performance measurements in the areas of public safety, rule of law, economic regulation and social services, to compare the region with other parts of the world and to define intra-regional differentiation. Generally speaking, the Latin American state is not very strong or effective, but the states of Chile and Brazil are perhaps the best in the region.
