Summary:Based on observations made on the teachers at SMA Negeri 1 Waingapu, it was found that the ability of teachers in preparing syllabus and lesson plans (RPP) that are complete and systematic is still lacking. This can be seen in the performance of teachers who have not based on how to think, behave and act in a system that is emphasizing changes according to the flow of inputs, processes, and outputs. To improve the ability of teachers to prepare syllabus and lesson plans that are complete and systematic, an action research study consisting of two cycles is conducted. Data on the ability of teachers in compiling syllabi and lesson plans was collected through syllabus and lesson plans using the Syllabus and RPP Assessment Instruments developed by the East Nusa Tenggara Province Educational Quality Assurance Institution (LPMP) which was empirically tested by researchers. Then the data is analyzed by using descriptive statistics. The results showed an increase in the ability of teachers to compile the syllabus and lesson plans as follows: The ability of teachers to compile the syllabus in the initial conditions with an average value of 65.57 and the percentage of eligibility 32.60%, while in the first cycle it became 76.07 with a percentage of eligibility 71, 74%. In cycle II the value obtained was 80.57 with a feasibility value of 91.30%. The total percentage increase in compiling the syllabus at the end of the second cycle was 2.17%. While the ability to prepare lesson plans in the initial conditions the average value of 67.37 and the percentage of eligibility 41.30%. At the end of the first cycle, the value becomes 77.63 with a feasibility percentage of 82.61%. At the end of cycle II the average value obtained was 81.39, the percentage of eligibility was 100% and the total increase was 2.17%. Another achievement of the results of this study is a shift in the way of thinking of teachers from all bureaucratic, instructive and high dependence on the work of others to non-bureaucratic, cooperative, collaborative, creative, and independent. Berdasarkan observasi yang dilakukan terhadap guru-guru di SMA Negeri 1 Waingapu, ditemukan bahwa kemampuan guru dalam menyusun silabus dan RPP yang lengkap dan sistematis masih kurang. Hal ini terlihat pada kinerja guru yang belum dilandasi cara berfikir, bersikap dan bertindak secara sistem yaitu menekankan pada perubahan menurut alur input, proses, dan output. Untuk meningkatkan kemampuan guru dalam menyusun silabus dan RPP yang lengkap dan sistematis tersebut, dilakukan penelitian tindakan yang terdiri dari dua siklus. Data tentang kemampuan guru dalam menyusun silabus dan RPP dikumpulkan melalui penilaian silabus dan RPP menggunakan Instrumen Penilaian Silabus dan RPP yang dikembangkan Lembaga Penjaminan Mutu Pendidikan (LPMP) Provinsi Nusa Tenggara Timur yang telah diuji coba secara empirik oleh peneliti. Selanjutnya data tersebut di analisis dengan menggunakan statistik deskriptif. Hasil penelitian menunjukkan adanya peningkatan kemampuan guru menyusun silabus dan RPP sebagai berikut: Kemampuan guru menyusun silabus pada kondisi awal dengan nilai rata-rata 65,57 dan prosentase kelayakan 32,60%, sedangkan pada siklus I menjadi 76,07 dengan prosentase kelayakan 71,74%. Pada siklus II nilai yang diperoleh 80,57 dengan nilai kelayakan 91,30%. Total prosentase kenaikan dalam menyusun silabus pada akhir siklus II sebesar 2,17%. Sedangkan kemampuan menyusun RPP pada kondisi awal nilai rata-rata 67,37 dan prosentase kelayakan 41,30%. Pada akhir siklus I nilai menjadi 77,63 dengan prosentase kelayakan 82,61%. Akhir siklus II nilai yang diperoleh rata-rata 81,39, prosentase kelayakan 100% serta total kenaikan mencapai 2,17%. Prestasi yang lain dari hasil penelitian ini adalah terjadinya pergeseran cara berfikir guru dari serba birokratik, instruktif dan ketergantungan tinggi pada hasil karya orang lain ke non birokratik, kooperatif, kolaboratif, kreatif, dan mandiri.
