Summary:The relevance of the work is caused by necessity to improve the competitiveness of Russian professional education in the international education market. Objective of the work: to justify the necessity of defining possible ways to improve the competitiveness of Russia in the export market of educational services in promoting educational migration to the Russian professional educational organizations (professional schools, vocational schools, colleges, technical schools) and to indicate the range of problems, that must be solved for this. Research methods: within the framework of a systems thinking, the method of legal monitoring was used for researching the current federal law, that allows estimating the completeness and effectiveness of the legal regulation of educational migration in Russia; the method of detailed study was used as well for domestic and foreign experience to analyze qualitative and numerical results of sociological researches. Results: the authors have determined the challenges when developing educational migration in professional educational institutions: unfavorable Russian demographic dynamics, structural deficit of university entrants, competition of vocational education institutions and their competition with the institutes of higher education, higher prestige of education received in the major cities. To solve the problem the authors worked out possible models of strategies of developing the system of vocational education under present circumstances
