Summary:<table class="data" border="0" width="100%"><tbody><tr valign="top"><td class="value">The study will have a general objective of evaluating primary care in Sobral-CE from a systemic thinking approach in the period from 1997 to 2007, and specifically: To analyze the dynamics of the main health indicators in the period from 1997 to 2007 and their interrelationship and interdependence regarding public health policies implemented in the municipality in this period; to comprehend from the perspective of health professionals the work process developed in the health system for the prevention, promotion and control of illnesses; to collect from the users’ perspective the behavioral changes and responses to health demands promoted by the health services; to identify the evidence of public policy integration that might favor health promotion actions. It is an evaluative study with a qualitative and quantitative approach. Data will be collected referring to the structure of Family Health Centers in Sobral-CE, the work process of professionals who perform in the Family Health Centers, as well as users’ opinions in respect of the services offered, added to that the main public policies implemented that had a direct impact on health indicators in the municipality in the last ten years will be analyzed. The data analysis reference point will be based on the understanding of the systemic thinking approach.</td></tr></tbody></table><br />
