| Summary: | This article examines the modalities and effects of testing an international food security and nutrition assessment system, the Integrated Food Security Phase Classification (IPC), which is a travelling model based on a “technical consensus” whose results are disseminated through the media. It describes the multiple distortions that have arisen in the Malagasy institutional context in the face of chronic hunger (kéré), a phenomenon which has worsened in the Grand-Sud region. It shows how the IPC’s centralized management, standard protocol, and complexity hinder the implementation of its findings and diagnostics by decision-makers and the media when it comes to triggering emergency responses. |
