Summary:Development of radio frequency spectrum based technologies and increasing demand with inefficient use of spectrum, in the near future will cause scarcity in relation to spectrum as a limited and valuable source.  By using cognitive radio technology will transform the traditional spectrum management to the dynamic and more efficient one. The pioneer regulators have been starting activities inoptimization of spectrum usage and dynamic spectrum management. In this study we proposed the following two scenarios:"Hierarchical allocation of spectrum" and "secondary spectrum market" with their strengths/ weaknesses/ opportunities/ threats. The results show that in "Hierarchical allocation of spectrum" scenario there are considerable strength points for “Communications Regulatory Authority”to apply  cognitive radio technology, while according to external threats, diversity could be the best strategy. But in "secondary spectrum market" due to existing Strengths and opportunities the best strategy would be attack or outrider position
