Summary:In this article the spatial planning instrument “Eigenentwickung” in Lower Saxony in Germany is examined, and an improvement of the management of settlement growth is discussed. With the comparative plan analysis a new scientific method is applied to enable an objective comparison of all elements of stipulations in regional development plans. It can be stated that the contribution of the spatial planning instrument “Eigenentwicklung” to a sustainable settlement development in Lower Saxony is rather small. Regional planning is in most regions not able to reduce urban sprawl. This lack of planning is not a consequence of the lack of adequate instruments but due to the fact, that regional planning does not exhaust its potential.
