description This paper analyses the development of the French medical-based information system (PMSI) in the 1980s. The introduction of this tool in hospital management has entailed a two-fold change. On the one hand it has transformed the governance of French hospitals, and on the other, it contributes to develop assessment practices. Formerly, governance meant permanent control of staff thanks to the scientific organization of labour and the weight of line management. This evolution reorganises governance around the information system and introduces a new character in the power structure—the manager.
