| Summary: | The government structure has been composed sum of prime minister and equal ministers
for a long time in Turkey. In the name of effectiveness at various times searchs and efforts had been
mentioned, and until today has not changed this structure of government.
When viewed European democracies, have been observed that the cabinet structures are
not uniform and horizontal; mostly multi-stage structure, different kinds of ministry. Senior
ministers, ministers, cabinet members, ministers non-cabinet member, parliamentary secretaries,
secretaries of state, junior ministers are combine in the multilevel and hierarchical structure of
cabinet, carries out complex management job.
With the Government Regulation 643/2011 significant changes carried out in structure of
government in Turkey. The position of state ministry was abolished; “titled” and “non-titled deputy
prime ministery” and the “deputy ministery” positions provided multiplicity in the governtal
positions.
The purposes of this regulations are, to improve effectiveness of the government, to
ensure the relashionship ministery with enviroment, parliament, party, non-governmental
organisation and other public bodies and public; and also improve the governmental capacity. In
order to understand that newly created "deputy ministry" position in executive; approaching with
the historical perspective and compare with the other country, would be usefull beneficial. |
