Summary: | The article describes the features of civil servants. It has been determined that according to administrative
reform, the current reform of the civil service in our country is aimed at creating a truly professional,
highly effective, stable and authoritative civil service that would be able to accept the challenges of our
time. Without solving this problem of personnel modernization in the civil service, to really introduce
democratic norms and values, it will be impossible to really form a full-fledged civil society in Ukraine.
The components of the system of continuous development of civil servants are determined. A number of
basic requirements for working with personnel are focused on the principle of development of potential
human abilities: to respect the individuality and integrity of each individual, encouraging high productivity
of work; create and maintain search, creativity, activity in managerial decisions; create conditions for
ensuring human rights; be responsible for the educational process, retraining and raising the qualification
level of employees; to encourage cases of taking responsibility in a difficult situation; to create conditions
for the development of creative abilities; introduce a fair system of remuneration, career development;
conduct a comprehensive examination of the activity: it refers to both the process and the result; to maintain
responsibility for the quality level of work and organization, institution, enterprise in the future; to guarantee
mutual trust and respect in the relationship between the employer and the employee. It describes the basic
principles of personnel processes and personnel policy in general. The main goals and tasks of the civil
service are determined. The functions of passing the public service are determined. It has been determined
that the functioning of the mechanism for passing civil service should be carried out with the help of a
variety of specific technologies, namely: 1) the technology of selection of personnel for the civil service; 2)holding an open competition for vacancies in the civil service; 3) advancement and career development of
civil servants; 4) technologies used in the process of evaluating the performance of civil servants. Priority
directions in the implementation of personnel policy are highlighted. |
