Summary: | In «Quebrada de Humahuaca», during the seizure of estates beginning in 1839, emphyteusis was the property policy applied to the native community. This method was characterized by the state and community control of lands. Beginning in the second half of XIX century until the 1920s, this system was changed in order to «improve property» by imposing private ownership. This article studies the implications, results and variations over time in this long process: the relevant legislation behind these changes is analyzed with a focus on concerns with the concept of property, the modalities in the implementation of the emphyteusis method, alternative ways of access to fiscal lands, the interests of the actors involved, and the resulting agrarian structure. |
