Finally, theproposal lacks credibility and seriousness, firstly because it is less clear and generousthan that presented in 2003 and, secondly, because it is incompatiblewith Moroccan law itself, from which no substantial changes are envisaged.An analysis of the systems for the distribution of jurisdictions and resolutionof conflicts, as well as the organization of the possible “autonomy” andguarantee of it or the electoral body and the system of fundamental rights,reveals that the Moroccan proposal contains numerous empty clauses. |
