Summary:The article analyzes the current state of Ukraine’s debt in unstable conditions. The economic essence of the term «public debt management», as well as regulatory and legal support for the implementation of debt policy in the State, is given. It is noted that the management of both the public and the State-guaranteed debt is carried out by the Ministry of Finance of Ukraine. A dynamic analysis of Ukraine’s public debt for 2017-2021 was carried out. The structure of the total amount of the public debt and the State-guaranteed debt of Ukraine for 2017-2021 is examined in terms of internal and external debt. During the research, a structural analysis of public debt in Ukraine in terms of foreign currencies as of 2021 was carried out, the amount of funds allocated from the State Budget of Ukraine for debt servicing and payments on the State derivatives during 2017-2021 was analyzed. The ratio of public debt to gross domestic product is computed. The main problems of the government borrowing market are given. The peculiarities of the risks of the public debt of Ukraine are characterized. Modern sources of financing of the State budget are considered. The directions of optimization of the State policy in the field of public debt management of Ukraine are allocated.
