Summary:Through a literature review on the themes, this article analyzes the unfolding of territorial issues in the Brazilian and Bahian countryside, considering that the influences of the actors/agents that shape it result in two geographic processes, that of territorialization and territoriality. These notions are part of the development and territorial dynamics through their importance both as inducers of organized social struggles and in the promotion of public policies, perspectives that will be corroborated by the case studies of Germani (2010) and Coelho Neto ( 2013), receiving the contribution of Haesbaert (2010) in the debate on territorial spatial planning policy (territorialization), and that of Porto-Gonçalves (2010), analyzing the "emancipatory and emergent" elements of such policies (territoriality).
