Summary:This essay refers to the discussion of the diagnosis of structural gaps for the Latin American development and its impact on informational development in the region based on the study presented by the Economic Commission for Latin America and the Caribbean - ECLAC in the Horizons 2030 document: Equality in the Center for Sustainable Development. The analysis is based on the Sustainable Development Goals - SDG by 2030 proposed in 2015 by the United Nations Organization - UN and also in the concepts related to the topic raised by Fernando Calderón, Manuel Castells and Pekka Himanen.
