Summary:The present research aims to develop a model and assess changeability grounds in public organizations. The statistical population includes public organizations in the cities of Lamerd and Mohr. The research includes three fundamental stages, each of which tries to answer a key question. To devise a proper model, we initially study the theoretical literature of change management and the resistance against change to determine the dimensions of changeability grounds (the first stage). Then, changeability grounds are analyzed using findings obtained from depth interviews (from a localized attitude) with thirty four middle-ranking managers, and the proposed model is presented (the second stage). In analyzing public organizations based on this model (the third stage) we used questionnaires to gather information from the statistical sample of two hundred ten subjects. The results indicated that changeability among public organizations is in a moderate level that is due to lack of communications and participation in decision-making, disproportion between changes and the related knowledge, and absence of in-service training.
