Summary:<span>This paper shows a limited impact of the Oportunidades program in reducing poverty in Mexico and Baja California during the study period (2002–2006), which is due to insufficient resources and the exclusion of poor households. In the country the three types of poverty had a modest reduction and in Baja California capabilities poverty declined slightly, but the food and heritage poverty increased despite the program.</span>
