Summary:This paper analyzes the relationship between the levels of lending by state-owned financial institutions and their distribution to large and small farmers. Milagro In Canton, with little modernization agriculture is in the hands of capitalists and landowners, while the small farmer does not have sufficient financial resources or technical advice. The area is characterized by a low level of organization, lack of policies for the management and low productivity growth in the use of monetary resources. The private and public financial institutions have their own script and the leading role of development lies in institutions like the National Development Bank(BNF) and the more distant the Corporación Financiera Nacional (CFN).The delayed operation of credit and bureaucratic processes, micro stagnate business growth, especially the agricultural sector, compared to other cities.
