I understand that you have already had talks from several far more distinguished members of the aviation community, including the Chairman of the Civil Aeronautics Board and the Director General of the International Air Transport Association, so by now you are certainly well aware that international aviation has reached a critical, and some would say, crucial stage in its development. In spite of all the talk of deregulation which you will have heard within the last few years, there is nevertheless no doubt that in international aviation airlines remain at the mercy of decisions by governments, and indeed cannot operate unless the governments of the countries between which they wish to fly permit them to do so.
