description | Unprecedented climate change flags critical importance for low-lying nations, especially those in densely populated Asia, to conduct risk management against flooding. Flood loss is often exacerbated by the lack of cohesive risk assessment and understanding of interaction between assets destroyed and a country’s economy. The growth in infrastructure investments that boost regional connectivity for trade and economic growth within Asia are also raising concerns for such weather-related risks. This report analysed the hazard exposure and economic loss from the Laos-China railway in the event of a flood. Using an integrated approach of existing data selection and top-down processing, geo-referenced data of provinces in Lao PDR with flood history were determined. The results revealed expected loss from floods of various return period as well as maximum number of rail trips disrupted from a flood event. Through this study, a general transportation recovery readiness guideline from flooding loss was developed, with implication for proper land-use management suggested for infrastructure investment. This hazard assessment recognised the value of risk assessment to prepare for and minimise economic disruption from flood events. Additionally, results from the research can inform in future urban planning. |
