The issue of disparity between China's Eastern and Western regions is an important social problem which has been drawing more and more attention from all directions. This kind of disparity is the inequality of income per capita caused by diverse economic growth. SHAN GAN NING—Three provinces located in North-Western China, whose economic development has already fallen behind the average level of the whole country and other economically leading East-Coast provinces, is one of the poorest parts of the nation. People living in East-Coast area are rich and in North-West are poor. The factors of economic growth—industrial structure, investment, openness, science & technology, growth rate of population—differ from each other that have resulted in the difference, although the economic growth rates are almost the same. The means for reducing the differences between two parts is to enhance regional competitive competency by promoting the high-class factors of productivity and increasingly upgrading the industrial structure.
