| Summary: | This paper discusses the social constructivism and technological determinism debate via a case study of Singapore’s up and coming Underwater City Project. Labeling the latter as an artifact, this paper examines the ‘values’ that are within it. The paper asks if values do exist and from whence they come. Two dimensions of values are assumed and proven. As one of the first few papers on values-analysis via a descriptive approach, the methodology shows the process of which complex institutions are tackled by qualitative research. It is also shown how the descriptive approach can be better than the standard historical approach of which studies on values are usually carried out. |
