本课题从分析淮安市“特殊困难群体助保工程”的成功实践入手，找出工程运行环境支撑因素、工程内部主体的相互作用关系以及变化规律，提炼出一个抽象化的“助保模型”，并用这个模型对虚拟的“M市”实施助保工程进行了模拟推演，从而清晰地向政府社会保障部门的专业人士、研究学者展示了模型的运行流程和控制。
