Summary:This report presents a new kind of linear to circular polarization converter for plane wave incident based on a two dimensional periodic array of inhomogeneously filled waveguide. Several kinds of linear-to-circular polarization converter are firstly discussed in the literature. The operation principle of the new kind of linear-to-circular polarization converter is then explained using the different propagation constants of two modes excited in the rectangular waveguide filled with a dielectric slab. For each structure in the design process, simulation results of reflection coefficients, phase difference of the two modes and axial ratio of the converted plane wave were carried out using High Frequency Structural Simulator. An experimental prototype operating at 9 GHz is designed and constructed. Measured and simulated results are presented for the designed polarizer. It is shown that a 3dB axial ratio bandwidth of 27% is achieved.
