description This research proposes an enhanced three-level framework based on relevant framework developed for software engineering and project management such as Software Engineering Institute (SEI)'s Capability Maturity Model (CMM), and several project management maturity models. This research designs and develops an enhanced maturity model specifically for enterprise information systems implementation with special interest in ERP systems. The enhanced framework is operationalized with a set of survey data on key influencing factors causing system failure. These key influencing factors are categorized under three spheres of influence closely related to organizational context issues, project planning and management issues, information technology and system design issues.
