Finding a counter-terrorism strategy for Pakistan and Afghanistan is seen by policymakers as vital. Many strategies have depended on military intervention, but there has been a change towards focusing on education and poverty reduction. There are various factors, including discrimination, unemployment, poverty, lack of education or poor educational attainment, and poor governance, that create an environment conducive to terrorist recruitment. These factors vary widely depending on the region or country the individuals originate from. Both Pakistan and Afghanistan experience large numbers of terrorist attacks each year and the causes of these attacks need to be countered. Both countries have low educational achievement and high poverty. Investment in human security such as education and poverty reduction will create new opportunities that will counter terrorism. This paper critically assesses whether terrorism in Afghanistan and Pakistan can be countered through a strategy of poverty reduction and education.
