Democratic governments face constraints in formulating and implementing effective counter-terrorism policies. In recent years, there has been an increase in scholarly interest in learning the relationship between a country's democratic political structure and its counter-terrorism strategy. Research has mainly focused on the role of the free press, religious communities and secularism, protection of civil liberties, and judicial prosecution, in framing effective antiterrorism responses, while ignoring structural and institutional constraints posed by democratic governance. Tight legislative measures that make provisions for thwarting and mitigating terrorist threats have mushroomed in democratic countries most affected by terrorism. This research project investigates the relationship between India's federal structure of governance and its national counter-terrorism policy. Despite India's volatile security environment, the country has failed to develop an effective national security policy, particularly in the domain of counter-terrorism. Why are India's repeated encounters with terrorist attacks not yielding an effective counter-terrorism strategy for the country? The study examines the role played by the central and state governments during one instance of terrorism in India, the November 2008 Mumbai attacks. Using the Mumbai attacks as a case study, the research project aims to illuminate the relationship between counter-terrorism policy implementation and federal governance.
