Although China's position has always been grounded in concerns about defending its sovereignty over Tibet, the approaches which Chinese Communist Party (CCP) government in Beijing took to secure and defend its right to rule the region underwent drastic changes from the moderate approach in initial years of China's reform era (late 1970s - mid 1980s) to the hard line approach in the post-Tiananmen crisis years (late 1980s to 1990s). The moderate approach had limited success, thus creating a short-lived period of peace during the mid-1980s. However, Beijing's eagerness in rectifying the damages of the Cultural Revolution and oversight of Tibetan readiness to liberal reform unleashed profound implication - discontent with high cost of living, unemployment and influx of Han migrants - which resulted in the protests and riots during the late 1980s.
