While effectiveness of the policy has been hailed as the cornerstone of her success towards pollution control, other equally important criteria commonly used in evaluating every policy should not be overlooked. These include simplicity, efficiency, and equity considerations. Few studies have been conducted to date on such analysis. This study reviews and evaluates the environmental policy adopted by Singapore over the past three decades.
