| Summary: | 「台灣文化光點計畫」（簡稱光點計畫）是中華民國（台灣）文化部與世界各地的大學和文化機構合作的計畫，由潤泰集團總裁尹衍樑先生投下「第一桶金」，在各地點光。該計畫於 2013 年先後與新加坡的南洋理工大學（簡稱南大）和新躍大學合作，展開一系列的光點活動。本論文研究台灣何以視文化為國力，並重視文化外交。筆者亦訪問駐新加坡台北代表處的謝發達代表、南大的衣若芬副教授和新躍大學的符詩專副教授探討光點計畫在新加坡兩所大學的發展。筆者發現，南大的光點活動偏向學術性，新躍大學則更偏向大眾文化。另外，光點計畫在新加坡的「點光」促使台灣文化軟實力的發揮，且其軟實力的影響是雙向的。最後，與孔子學院相比，光點計畫在傳播文化軟實力時更具有自主性和民主性，使其在推行上更為順利，實可做為他國文化外交的楷模。The Taiwan Spotlight Project is a cultural project launched by the Ministry of Culture, Taiwan (R.O.C.) to cooperate with overseas universities and institutions. The chief executive officer of Ruentex Financial Group, Director Samuel Yin, offered the “first pot of gold,” allowing the spotlight to be lit up in universities abroad. The project hit Singapore in 2014, cooperating respectively with Nanyang Technological University (NTU) and Singapore Institute of Management (SIM). This dissertation aims to research on the reason why Taiwan views “culture” as a national power as well as its strong focus on “cultural diplomacy.” The author also interviewed Representative Hsieh Fa-dah from the Taipei Representative Office in Singapore, Associate Professor I Lo-fen from NTU, and Associate Professor Foo Tee Tuan from SIM to have a full understanding of the development of the Taiwan Spotlight Project in Singapore. The author discovered that NTU’s spotlight events cling toward “Academia,” whereas SIM’s are more toward “Popular culture.” On top of that, the spotlight actuated a Taiwanese cultural soft power, which influence is bilateral. Last but not least, as compared to the Confucius Institute, the Taiwan Spotlight Project appears to be more autonomic and democratic in its promotion of soft power, hence faces less difficulties in its launching. The Taiwan Spotlight Project can serve as a model to other countries when coming to cultural diplomacy.
