Description
Public nuisance is the pursuit of individual interest which poses significant hazard to the public welfare. This includes environmental pollution, land acquisition etc. In 2011, the Prime Minister of Malaysia Najib Razak launched the Refinery and Petrochemical Integrated Development (RAPID) project in Pengerang, Johor, which aims to transform Southern Johor into the second Liquefied Natural Gas (LNG) regasification terminal in Malaysia. Hence, the authority exercised a compulsory acquisition to the land and territorial sea in Pengerang which caused negative effects to the local environment and the residents’ daily living. As such, this 200-year old historical fishing village would have to face challenges imposed by the development, as RAPID would inevitably sacrifice the cultural heritage in Pengerang and disrupt the routine of neighbourhood. Therefore, the Pengerang community demonstrated their opposition to the project implementation with the objective to preserve their precious cultural heritage. This thesis will be viewing the heritage preservation of Pengerang environmental movement through the perspective of New Social Movement, while exploring a study on the cultural practice and artefacts in the movement. To study the aforementioned artefacts, close reading to a short story titled Bian Jia Lan Chang Ben written by Malaysian Chinese writer Hoo Joo Chuan and photography series shot by Singapore-based photographer Wilfred Lim will also be conducted. Through analyzing the movement discourse in each text, the contribution and importance of the cultural artefacts in the movement will be examined with reference to their official discourse from media
