| Summary: | The study was conducted to determine how about implementation of
policies ASEAN - China Free Trade Agreement (ACFTA) in the region which is
particularly Free Trade Zone Batam Island. The result of research can be used as
a reference implementation of policies to tackle the impact of ACFTA.
The study is an empirical legal study�s with comparative law approach and
statutes approach. To completeness data, the study used analysis of field research
and library research. Field research was conducted to find directly data through
interviews with stakeholders in the object area. Literature research carried out by
collecting materials related legal issues. Data analysis was conducted by using
qualitative methods with an presented descriptively.
ACFTA Framework has been ratified by Presidential Decree. 48 of 2004 and
Indonesia is required to implement program even in the free trade area. ACFTA
Framework and Free Trade Zone is the same policy, which gives 0% tariff to the
stated that ratified (for the implementation of ACFTA Framework) and for all
states in the customs territory of free trade zone (for free trade zone
implementation).
Imported swift into Batam Island according to the study indicte that the
implementation of the ACFTA Framework in free trade zone region does not
impact on local industries in Batam

export orientation their products results, Batam Island industrial has the
international standards for the products result who can be accepted in the
country of export destination and can compete with foreign products. Learn from
success stories of Batam Island, Central Government through the Presidential
Decree or PP should the area adjacent to the border as export-oriented areas of
the products most needed in the country near the border. For disadvantaged areas
in the fields of industry, should be developed as an buffer area of raw materials
wich still develop the industry in addition to the previously existing without
forgoten the availability of Natural Resources.
