Summary:This study aims at analyzing the effect of government expenditure and private investment on job opportunity in the main sectors of agriculture, industry, and service, in Bitung Municipality during 2008-2011 in eight sub-districts. The study used secondary data, i.e. the combined panel data of time-series and crosssectional data from each of the sub-districts in Bitung Municipality during 2008- 2011. The data were acquired from some relevant instances, including the Central Bureau of Statistic in North Celebes province, the Central Bureau of Statistic in Bitung Municipality, the Local Development Planning Board (Bappeda) in Bitung Municipality, the Integrated License Service and Capital Investment Board in Bitung Municipality, the Board of Labor and Transmigration in Bitung Municipality, and the Board of Financial in Bitung Municipality. The dependent variables of job opportunities in three main sectors of agriculture, industry, and service, and the dependent variables of government expenditure and private investment were examined. Result of the study indicates that private investment had positive effect on job opportunities in the three main sectors of agriculture, industry and service, while government expenditure did not. In agricultural sector, both government expenditure and private investment did not have significant effect, while in industrial and service sectors, private investment had significant effect on job opportunities and government expenditure did not have significant effect.
