description The Regional Head Election System (regional election) has been directly implemented since 2004 which nowadays still leaves many problems. Mostly the issues in the implementation is regarding practices of bureaucratic politicization. In addition to rampant politicization of the bureaucracy which occurred in momentum of the election, an issue often occurred immediately after the election is a "culture of rolling" of the bureaucrats position. Many people consider such rolling of post-election is an act of full of political nuances. Ternate city has been time carry out the first direct elections in 2005 and the second has lasted completely in 2010. Upon completion of the regional election which directly held, such "cultural rolling" of back to office is shown by the head of selected areas, which is mostly second echelon structural position filled by new faces. By using the point of view of bureaucrat as an actor who experience the rolling, then, it assumption on some efforts of them, therefore, the leader can influence policy decisions made on rolling. Therefore, the problem formulation of the study is how far the bureaucrats' efforts to both maintain and gain position after the election of Ternate in 2010. This study aims to determine the pattern of approach or attempt of bureaucrats on Ternate city to retain or acquire a new position after the election. This research uses case study research through qualitative methods approach. The data was obtained through primary source (in-depth interviews) and secondary sources (documents). The study results indicate that, in absence of incumbent figure toward election 2010 of Ternate, it slightly reduce the impact on politicization of the bureaucracy in the city. It is then shown that bureaucrats with their capital have attempted to build relationships with prospective head region, therefore, they indirectly can influence the chief considerations in the policy areas to conduct such rolling. Some efforts made by the bureaucrats through two different approaches were merit system & spoil system approach. Some merit system form approaches which taken are, by appreciating and demonstrating their performance and aiming such action will be considered and therefore the regional heads will be maintained in their office or to obtain an new better-office , while the spoil system approach is done by exploiting their proximity to the head of region, furthermore, the bureaucratic of ternate city also deliberately build a political affiliation with the prospective head region.
