Summary: | The purpose of this research is (1) to identify the cultural variability of the Timor
and the Rote (2) to identify the influences of cultural variabilityat the participation
level of the Timor and the Rote in implementing ADD in West Fatelu, the district
of Kupang. Qualitative method used in this research is accompanied by
descriptive approach. Data were obtained with purposive sampling technique and
the informants interviewed amounted to 20 persons. The results of research
showed that cultural variability of the Timor had a groupingtendency of cultural
dimension characteristics i.e.: high power distance, high uncertainty avoiding,
masculine, and collectivistic. While the Rote had a tendency of cultural dimension
characteristic i.e.: low power distance, high uncertainty avoiding, masculine, and
collectivistic. The results also showed that the Timor and the Rote played a part in
weakening and strengthening participation in the implementation of ADD. The
Timor and their characteristic of high power distance had an inclination toward
the high intensity of presence in the process of planning, whereas the intensity of
the submission of ideas and suggestion was low. This condition also took place
during the implementation of work. The involvement intensity of the Timor
group was categorized as high. The characteristic of uncertainty avoiding was
high in which the elaboration of strict rules had an influence on the involvement
of the group in activity implementation. The predisposition of the Timor with
their collectivist characteristic took part in influencing participation. Nevertheless
the cultural aspects regulating the role of woman had great influence on the
planning process and the activity implementation. The culture of masculinity
which was still deep rooted caused woman reluctant to engage in the village
activities.Although according to some new findings there had been some shifts in
the role of women. This fact was rather different with what had been going on to
the Rote. Low power distance which was the characteristic tendency of the Rote
had some influences on the level of presence of community in planning and
implementing activities.The low potency of power distance, however had given
the positive influence on the submission of ideas and ideas in planningbecause of
the non-dominating elites.The characteristic of high uncertainty avoiding tended
to promote the elaboration of strict rules which were applied only in the custom
activity, while it had no influence on other activities. The characteristic of
collectivistic attached to the Rote also had not any influences on theelaboration of
ADD, but it only had an impact on the activity of custom. The culture of
masculinity was characteristic attaching to the Rotetook part in giving influences
on participation in planning and implementing activities. This cultural
construction had an impact on the low level of women involvement in rural
activities.The research findings also showed that in the evaluation activity the
cultural dimension had no influences.
