| Summary: | The purpose of this legal research is to discover the content of the
Regional Regulation of Bantul Regency Number 13 Year 2010 concerning The
Regional Health Insurance System in accommodating the community�s needs for
health care, to find the implementation of Bantul Regional Regulation Number 13
Year 2010 in optimizing public health services, to find the challenges in the
implementation of Bantul Regional Regulation Number 13 Year 2010 and the
effort to solve the problems as well as conducting in optimizing public health
services.
This research is an empiric study of normative law, intended to search the
literature datas and the field datas, and then analyzed by existing of the legal
norms. We expect to obtain accurate data of challenges and existing norms and
regulations through this review. The Datas are gathered through field studies and
literature review, using questionnaires and interviews. The Datas are presented
descriptively and analyzed qualitatively. Relevant datas were obtained through
field research and literature review and linked to the principles and existing
norms , and then compiled in a systematic order to obtain a conclusion and the
answer of the problem.
The result showed that the content of Bantul Regional Regulation Number
13 Year 2010 has accommodated the needs of the community for health
insurance, specifically those who do not have health insurance, including the
impoverished, those living below average economy, as well as independent
members of community. In the implementation, Bantul Regional Regulation No.
13 Year 2010 has managed to operate well but not fully otimazed because its have
some challenges in the implementations. The implementation alongside with the
Regional Health Insurance program has not met any significant challenges in
terms of funding
