Summary: | The topic of this research is the failure of UNMIK and KFOR in returning
the ethnic minority refugees to Kosovo. This task is one of the mandates that
should be done by both of the organization. This topic is interesting because the
cooperation between UNMIK and KFOR is one of the longest missions in the
history of peacekeeping operation. Their cooperation has been done more than ten
years, but still cannot resolve the problem of ethnic minority refugees. To answer
the research question, the researcher uses some of theories. The theories are from
Dennis C. Jett about the failure of peacekeeping operation which includes the
external factors. The external factor in this research is the real culprit is the parties
themselves. The conflict parties cannot cooperate and make the conflict cannot be
solved. Beside of that, the researcher also uses the concept about the weaknesses
of UNMIK in economic and politic.
After choosing the relevant theories, researcher starts to analyze by
explaining about yhe failure of UNMIK and KFOR in protecting Kosovo ethnic
minorities especially in ethnic violence in March 2004. This violence is clearly
influenced ethnic minorities life because after this violence half of them choose to
leave Kosovo. For those reason, this security problem is very affected the returning of
ethnic minority refugees to Kosovo. The failures of UNMIK and KFOR in protecting
the civilian people also make people do not believe to UNMIK and KFOR anymore.
Conflict that still happen in Kosovo shows that the conflict parties still cannot
cooperate. In other hand, the absence of reconciliation program in UNMIK�s mandate
is also influenced the returning ethnic minority refugees to Kosovo. The last, the
researcher also analyze the weaknesses of UNBMIK in economic and politic which
are influenced the failure mission in returning ethnic minority to Kosovo.
