Summary: | Jayapura City is one of administration cities in Papua, but as an urban city,
Jayapura has not been able to develop as other cities in Indonesia. The
heterogeneous physical condition of the region with coastal, sloping land hilly
regions and also the peoples and cultures have influenced each other that led to
the development of Jayapura cityas showed from the development indicators such
as education, health, transportation, housing, and culture. The very complex
Conditions of Jayapura City is supposed to serve as the basis for planning urban
development, but the current reality is often not match with the development plan
according to the needs and specific characteristics of the area.
This study aims to look at how local governments put and accommodate
the area characteristics into the city planning e.g., transportation, housing,
economy, education, health, and culture. The research was carried out by looking
at and analyzing the accommodation of conditions for each indicators in
development planning documents of Jayapura. in conducting this study, the
researchers used exploratory inductive research method, in which the completion
was done by looking at the real conditions in the study site with further explore
these conditions through a variety of information. The information and data
collection was done through in-depth interviews to the public as an object of
implementation of development in the city of Jayapura.
Based on field observation that has been done, it obtained results that the
Jayapura planning was not fully accommodate the specific characteristics of the
city, therefore, many development plans do not fit with the needs of the
community. in addition, physical and cultural factors were the most influential
factor in planning development of Jayapura.
