Summary:Background : Grhasia Mental Hospital Special Region of Yogyakarta (RSJ Grhasia) is a provincial reference hospitals, especially psychiatric services, that are required to be able to provide quality services and professional. Pharmaceutical installations of RSJ Grhasia in 2010 changes its medicinal management system. In 2009 still uses auction system per year, but with the release of the Governor Decree No. 89 in 2009, the procurement of medicines in 2010 using direct appointment system per month. This system changes the planning process which was originally to be per month per year. Also still found problems with the availability of medicines that is damaged and expired, empty stock, dead stock and over stock because it is rarely prescribed by doctors. Availability of good medicine could be realized through proper medication management systems, especially starting from the planning process of medicines. Quality health services can be realized by ensuring the availability of medicines. Evaluation related to planning and availability of medicines since the system change has not been done. Objective : To evaluate the planning and availability of medicines in Grhasia Mental Hospital Special Region of Yogyakarta during 2009-2010. Method: This study uses descriptive analytical case study design and using retrospective data in 2009 and 2010. The data was collected through observation of document (quantitative) and in-depth interviews (qualitative). Result : The medicinal planning process carried out 2 times, pre budget and post budget. In 2009 planning for the needs of one year, in 2010 planning to meet the needs of a particular period. Planning has not been prepared by medicinal planning team. Planning methods that used is consumption. In 2009 the planning accuracy is 35.90% and 23.91% in 2010. Conformity with the formulary medicinal items in 2009 is 81.70% and 67.71% in 2010. Conformity with DOEN in 2009 is 50.45% and 40.28% in 2010. Suitability of medicinal availability with the 10 largest psychiatric illness in 2009 is 57,69% and 61,54% in 2010. Medicines that damaged/expired in 2009 is 28.12% and 24.31% in 2010. The value of medicines that damaged/expired in 2009 is Rp 147,861,233.- and Rp 26,087,496.- in 2010. Conclusion : The medicinal planning process in 2009 and 2010 have not been implemented within the guidelines and there has been no planning team. Planning methods that used is consumption. The accuracy of medicinal planning in 2009 and 2010 is still not good, and in 2010 experiencing decreased in the accuracy of planning than in 2009. Overview of the availability of medicines in RSJ Grhasia is also not good because of the compliance with medicinal formulary, DOEN and suitability of the 10 largest psychiatric illness are remains low. In addition there was found damaged and expired medicines.
